How Chongqing Is Building China’s Healthy Aging Hub

As one of China’s most rapidly aging megacities, Chongqing is undergoing a strategic industry upgrade, shifting its senior service model from traditional passive elderly care to systematic, industry-driven healthy aging.

Targeting high-quality senior livelihood and sustainable wellness economic growth, the southwest Chinese municipality has built a distinctive integrated wellness system featuring ecological rehabilitation, community-based smart care, and full industrial chain development, offering a replicable model for regional senior care development.

Ecological Endowments Build Core Wellness Advantages

Different from conventional urban elderly care models, Chongqing leverages its unique mountain, forest and hot spring ecological resources as core wellness assets. After decades of ecological restoration, the city has established 63 professional forest wellness bases across suburban and mountainous areas, transforming previously degraded land into therapeutic wellness resorts.

Forest and wellness tourism generated 35.9 billion RMB in industrial added value during 2021–2025. Under its 2026–2030 medium-term plan, Chongqing will expand forest conservation areas and integrate hot spring therapy and traditional Chinese medicine wellness programmes. This ecological wellness positioning differentiates Chongqing from ordinary city-based senior care, forming its core competitive edge for cross-regional elderly wellness and seasonal retirement tourism.

Community-Centric Smart Care Optimizes Service Delivery

To achieve inclusive healthy aging, Chongqing prioritizes community and home-based senior services, constructing a citywide 15-minute elderly service circle. The city plans to launch 250 integrated silver-hair complexes by 2030, which repurpose idle public and commercial spaces to combine day care, rehabilitation, senior catering and social activities, covering active, semi-disabled and frail elderly groups.

Digitalization is a key upgrade highlight for the local elderly care industry. District-level smart senior care platforms standardize hundreds of home-based care services, realizing precise order matching and standardized service supervision. So far, the city’s leading smart elderly care system has completed over 816,000 service orders, serving more than 43,000 elderly residents. Complemented by expanded long-term care insurance and widespread home medical teams, Chongqing has formed a closed-loop service system covering daily care, chronic disease management and rehabilitation nursing.

Medical-Senior Integration Drives Full Industrial Chain Upgrade

Moving beyond basic care services, Chongqing accelerates medical-elderly integration and upstream wellness industrial layout. The city operates 196 professional medical-elderly integration institutions and promotes in-depth cooperation between medical facilities and senior care centres. It targets building 40 community medical-elderly service centres and four national-level demonstration zones before 2030.

Furthermore, Chongqing extends the healthy aging industry to biomedical innovation and medical device manufacturing. Its core health industry park gathers over 1,800 wellness enterprises, fostering independent R&D of high-end medical supplies. Attracting international healthcare investment, the city has formed a complete industrial ecosystem covering public elderly care services, wellness tourism, medical rehabilitation and health manufacturing.

Facing talent shortages and urban-rural service gaps, Chongqing continues to optimize its industry standard system. As a core city in the Chengdu-Chongqing economic circle, it is building a cross-regional mutual recognition system for senior care services, steadily evolving into a benchmark city for comprehensive healthy aging in western China.
