The recent election results have given Republicans control of the Senate, while the House remains closely contested. Republicans hold 215 seats and Democrats 210, with a majority requiring 218 seats. If Republicans solidify their control, they are expected to allow enhanced ACA subsidies to lapse, significantly impacting millions who rely on these financial supports.

Understanding Enhanced ACA Subsidies

Enhanced ACA subsidies were introduced under the Biden administration to lower health plan costs for millions. These subsidies are particularly vital for individuals with incomes exceeding 400% of the federal poverty level, which translates to approximately $103,280 for a family of four. According to KFF, these subsidies have reduced premiums for eligible enrollees by an average of 44%, equating to about $705 annually.

Without these subsidies, premiums could double in 12 states, severely affecting those who depend on them. In 2024, 20.1 million out of 21.6 million Americans purchasing insurance through ACA marketplaces received enhanced subsidies.

Who Will Be Affected? The most vulnerable populations include:


  • Middle-Income Households: Families earning just above four times the poverty level could see their premium contributions skyrocket from a maximum of 8.5% of their income to over 20%, leading many to forgo coverage altogether.

  • Residents in High-Premium States: Individuals living in states with elevated health insurance premiums will be disproportionately affected if subsidies are not renewed.

Current Status and Future Projections

If they expire, enrollment is projected to plummet from 22.8 million in 2025 to just 18.9 million in 2026, with further declines anticipated by 2030.

The enhanced subsidies were initially passed as part of the American Rescue Plan Act in 2021 and have been instrumental in increasing enrollment rates—particularly among low-income individuals. Making these subsidies permanent would require an estimated investment of $335 billion over ten years, according to the CBO.
